  1. pre-heat oven at 350 degrees, spray your pan with canola oil. place tilapia on pan and spread/squirt dijon mustard onto tilapia your preferred amount. then sprinkle basil leaves and oates on top until tilapia is covered or until you're satisfied. fill your saucepan half with water and pour in 1-1 1/2 cups of brown rice and stirfry or desired portion. let sit and boil till your tilapia is done and ready. drain water from saucepan, add any sauce if you'd like. i prefer a low sodium sow sauce. mix until blended and tah-dah.
