  1. 1/4 cup evaporated milk (not sweetened condensed), chilled in freezer for 10 minutes

  2. 1/4 cup tarragon vinegar

  3. 2 Tbsp grainy Dijon mustard

  4. 1/2 cup vegetable or olive oil

  5. 2 Tbsp chopped fresh tarragon

  6. 1 shallot, finely chopped

  7. 1/2 tsp salt

  8. 1/4 tsp black pepper

  1. Combine tarragon vinegar and Dijon mustard in a blender. Pour in chilled evaporated milk . With blender on, add oil in a slow, steady stream until well blended. Add chopped fresh tarragon , shallot , salt , and pepper . Blend to combine.

  2. Serve with Herb-Pepper-Crusted Beef Fillet or other meats.
