  1. 1 (14 ounce) can low fat sweetened condensed milk

  2. 1/3 cup unsweetened cocoa

  3. 3/4 cup semi-sweet chocolate chips

  4. 4 egg whites

  5. 1/3 cup all-purpose flour

  6. 1 teaspoon baking powder

  7. 1 teaspoon vanilla extract

  8. 2 tablespoons soft fat-free margarine

  9. 1 tablespoon skim milk

  10. 1/2 teaspoon vanilla extract

  11. 2 cups powdered sugar

  1. Preheat oven to 350*F.

  2. Spray a 9x13 inch baking pan with cooking spray.

  3. In a large saucepan over low heat, combine sweetened condensed milk, cocoa, and chips. Stir until chips are melted; remove from heat.

  4. Stir in egg whites, flour, baking powder, and vanilla; mix well.

  5. Turn into prepared pan.

  6. Bake 20 minutes or until center is set. Cool.

  7. Make icing: combine icing ingredients and mix until well blended.

  8. Spread on cooled brownies.
