  1. combine stock, vinegar, and sugar in a saucepan, over a medium flame heat and stir to dissolve sugar remove from heat and set aside heat oil in a skillet, over a moderate flame add ginger, garlic, scallions, and red pepper flakes heat and stir just until fragrant add remaining ingredients heat and stir until slightly thickened remove from heat serve warm
