  3. 1 1/2 cups unbleached all-purpose flour

  4. 1 cup sugar

  5. 1/3 cup unsweetened cocoa

  6. 1 teaspoon baking soda

  7. 1/2 teaspoon salt

  8. 1 cup cold water

  9. 1/2 cup vegetable oil

  10. 1 tablespoon cider vinegar

  11. 1 tablespoon vanilla

  1. Preheat oven to 350 degrees F.

  2. Combine all the ingredients for the cupcakes in large bowl.

  3. Mix with electric mixer until well blended.

  4. Combine the cream cheese, egg, sugar and salt.

  5. Beat until creamy. Add the chocolate chips.

  6. Fill muffin cups 1/2 full with cupcake batter.

  7. Put 1 teaspoon cream cheese filling on top, making certain that each spoonful has a couple chocolate chips.

  8. Bake for 14 to 15 minutes.

  9. Remove from oven. Cool slightly on racks.

  10. Remove cupcakes from tins.

  11. Cool completely before serving.
