Combine the condensed milk and chocolate chips in the top of a double boiler over simmering water. Stir frequently until the chocolate is melted and smooth. Remove the chocolate from over the water and stir in the remaining 1 cup walnuts, 2 tbsp. margarine, 2 tsp. vanilla and 1/2 tsp. salt. Spread the chocolate mixture over the oat crust. Sprinkle the remaining oat mixture over the chocolate. Bake about 25 to 30 minutes until the topping is golden. Cool completely before cutting into bars.
