  1. Pour a little oil into a small pot and add the peppers. Let them fry for a bit without fully cooking. Add rice and then water. Stir everything, add salt and garlic flavor to taste. Let it sit on medium for about 15 minutes. When it is starting to dry, lower it to 1 and cover it for about 10 minutes.
