    1. 1 baked cupcake Blue and white icing Yellow and red fruit leather Button candies (or M&M's Minis)

    2. 1 sugar eye

    1. Frost the cupcake with blue and white icing. Cut the fruit leather into a fish shape and place on the cupcake. Add button candies (or M&M's Minis) "bubbles," a fruit leather "mouth," and a sugar eye (use some frosting "glue" or water to attach the eye).
