  8. 1 pound new potatoes, -- cut into 1/4-inch slices

  9. 4 tablespoons white wine vinegar

  10. 2 tablespoons Dijon mustard

  11. Salt and pepper

  12. 1/2 cup olive oil

  13. 2 scallions, -- thinly sliced

  14. 3 tablespoons chopped fresh parsley

  15. In a large pot of boiling water, cook potatoes until they are tender. In a

  16. large bowl whisk together the vinegar and the mustard. Season with salt and pepper. Whisk in the olive oil a third at a time until it binds together.

  17. Add the warm, drained potatoes and toss to coat. Let the potatoes sit for 10 minutes or longer to absorb the flavor of the dressing. Add the

  18. scallions and parsley and toss to coat. Season well with salt and pepper.
