  1. 1 large green pepper,diced

  2. 1 cup celery,diced

  3. 1 cup onion,diced

  4. 4 cups sliced potatoes

  5. 1 Tbl salt

  6. 1/2 tsp pepper

  7. 1 Lb ground beef

  8. 1 can (10 3/4 oz)condensed tomato soup

  9. 1/2 cup

  1. Preheat oven to 350. Spray a 2-qt casserole with cooking spray. Set aside 1/3 cup of the green pepper,celery and onion for topping. Start with the potatoes and remaining vegetables and layer in the casserole dish,sprinkling each layer with some of the salt and pepper. Press the meat out overtop to cover the vegetables. Top with reserved vegetables.Sprinkle with salt and pepper. Mix the tomato soup with the water.Pour overtop casserole. Cover and bake for 1&1/2 hours.
