  3. 1/2 cup chopped onion

  4. 1/4 cup chopped celery

  5. 1/4 cup chopped green pepper

  6. 1 15 oz can black beans -- drained

  7. 1 14 1/2 oz can whole tomatoes -- undrained and chopped 1 teaspoon sugar

  8. 3/4 teaspoon Italian seasoning

  9. 1/4 teaspoon garlic powder

  10. 1/4 teaspoon pepper

  11. 1/8 teaspoon salt

  12. 1/8 teaspoon hot sauce

  13. 1/3 cup long grain white rice -- uncooked

  14. 1/4 teaspoon ground turmeric

  1. Coat a medium saucepan with cooking spray, and place over medium-high heat until hot.

  2. Add onion, celery and green pepper; cook, stirring constantly, until tender.

  3. Stir in drained beans and next 7 ingredients; bring to a boil. Reduce heat, and simmer, uncovered, 15 minutes or until thickened, stirring frequently; set aside.

  4. Combine water, rice, and turmeric in a saucepan; bring to a boil.

  5. Cover, reduce heat, and simmer 20 minutes. Remove rice from heat; let stand 5 minutes or until liquid is absorbed.

  6. Serve black bean mixture over rice.
