  1. Prepare cod fish by boiling in water for 5 minutes. Repeat if cod is still very salty. Remove from water, then strip into small pieces. Mince together bell peppers, cilantro, and green onions. Add this mixture in addition to cod fish, also add the baking soda, flour and black pepper to the cod fish. To make the cod fish balls,take a tablespoon of mixture and make into balls. Put in refrigerator for about 10 minutes, then they are ready for deep frying.
